My husband, who is British, has wanted to set up a
vote exchange with Americans who can't be bothered to
vote for whatever reason. See, he figures that since
the US president winds up influencing the rest of the
world that the rest of the world should be entitled to
vote for him/her, particularly as many Americans don't
vote.

He'd like to set up a programme wherein Americans who
don't bother voting allow folks from other countries
to vote for them via postal voting. For example, if
Paul Smithsky in Pittsburgh says, "Hey, I'm not going
to vote. Therefore, I'll allow Paul Smythe in Leeds to
vote for me." Of course, since Paul Smithsky in
Pittsburgh is probably fairly apathetic, he might not
be bothered to give away his vote neither. ;)
