Ha! I may not put Cheryl Wheeler in my Top 50 Folk myself, but given the 
fact I know it's subjective taste to some degres, I bet I wouldn't put half 
of your own Top 50 in mine.

So: who's to say "this doesn't belong in" without serious argument aside?

I've listened to some Cheryl Wheeler records, it's not bad, I'm not shocked 
by her presence in any Top

and I've read, to boot, she's a great stage act before anything else
